Apparently, the third time's a charm for Stanley Liggins. After being tried and convicted TWICE in the murder of 9-year-old Jennifer Lewis, a jury couldn't come to an agreement about his guilt during a retrial, resulting in a mistrial. Lewis' body was found outside a school in Davenport in 1990. The trial was held in Waterloo on a change of venue. Liggins will return to Scott County Jail and will be tried a fourth time.
